Job Description

PURPOSE: Manage TIPER’s procurement by overseeing and ensuring the efficient and timely receipt of orders to be procured, maintaining the best suppliers and remaining cost effective. Maintain all completed procurement records, other documents and reports in accordance with TIPER’s policy and procedures.

RELATIONSHIPS:
Reports to: Finance and Administration Manager
Customers - External: All Suppliers
Customer - Internal: All Departments

Essential Duties and Responsibilities

• Planning procurement and disposal by tendering activities of thorough requests obtained.
• Recommending procurement and disposal in accordance with the Procurement
Methodology to the Tender Committee.
• Reviewing specification requirements and preparing Tender Documents and advertisements of the tenders.
• In collaboration with the Legal Unit, prepare 'the contract documents.
• Maintain and archive all procurement documents.
• Maintain a register of all the contracts awarded relating to procurement activities.
• Preparing regular reports for Management on procurements, disposition with their costs.
• Preparation of purchase orders.
• Provide status on all outstanding requests with their reasons.
• Conducting quarterly review on prices and product's quality and monitor- the supply market trend.
• Administering and managing suppliers/vendors, ensuring that they observe the contract terms and conditions and advise Management on any deviation to the Contract terms and renditions for further action.
• Coordinate the Supplier/ contractor quality assessment, identify sub-standard and communicate to internal stakeholders.
• Supervise the stock room and ensure a full compliance with policy and procedures.
• Ensuring timely delivery of goods and services.
• Coding new company assets.
• Creating requests for quotations (RFQ) or organizing competitive bidding from various suppliers to obtain best quality, delivery and price for good and services.
• Assisting in working with department heads to set specifications for products and services to attain market leverage without compromising specified requirements.
• Issuing purchase orders in response to material requirements established by manufacturing, field operation or project management.
• When applicable, documenting single and sole source justification and maintaining files to support single and sole source supplier choice.
• Delegating responsibilities for expediting, de-expediting and issuing change orders to meet internal customer demands.
• Requesting and justifying disqualification of suppliers as needed.
• Facilitating discussions between internal customers and suppliers.
• Responding to customer and supplier inquiries.
• Reviewing requisition orders to verify accuracy, Specifications and Terminology.
• Comparing prices, specifications and delivery dates to determine the best bid among potential suppliers.
• Perform any other related duties as may be requested by the Supervisor.

Position Requirements

Education: 
A Diploma or bachelor degree in procurement. Knowledge and understanding of current trends and development in information technology is a must.

Experience: 
A minimum of three (3) years’ experience in a Procurement position incorporating analysis and problem solving principles within a medium to large organisation.
